Western/ezgo id model&year

I also have a western cart,that i can not id year and model.i have seen many posts for id western carts.but it seems no one is 100% sure on how to id them properly.does anyone out there know how to break down the serial# properly and correct,thank you for your help.

My serial# 10001613131 located on frame under seat.

I was able to id cart year from various items installed on cart, not from screwed up western cart numbers.
