It's a charger that gets permanently mounted in the golf cart. Attached is a picture example.

Dpends on which model you want....for 36v, they have a 15A, a 25A, & a 35A. For 48v, they have a 15A & a 25A.

Basically, it is a charger that is mounted in or on the cart.
It is a handy gadget since you have a charger with you at all times and all you have to do is find a AC outlet to recharge the batteries.
The downside is that it takes up room that could be used for other things, you are always carrying the extra weight and the charger is subjected to mechanical and environmental stresses it would not be subjected to if it wasn't attached to the cart.

Whether an on-board charger is a benefit or burden depends on how you use your cart.

+1 on all of that. I have the QC onboard and I love it.
