Default Columbia Par Car Model Year,Wiring Diagrams

I have a par car with ID # 5E-30009-E0 on passenger side below dash, what year cart would this be?
I believe it to be XP+ Power System, Eagle, correct me if I'm wrong.
Cart has new batteries (8-6 volts) But does not operate, but does seem to charge.
(Onboard Charger)
With key switch off I see a small spark when hooking up last battery cable. Also when I pull the fuse by the controller and then reinstall the fuse the solenoid seems to activate and then deactivate with key off. I'm concerned there may be a constant draw on battery pack. Could the solenoid contacts be welded closed or a micro switch be stuck closed?
Any advise and links to proper wiring diagrams would be appreciated, Thank You!

Ed it's a 2000. The wiring is in the parts book.

Just ohm out the soldenoid posts to see if they're closed with no power. Should be open.
