Default Electrical question and what is this device for?

Hello, I recently purchased around a 2006 Club Car DS and took the dash apart.
What is thing used for? It only had one wire connected to it but I have no idea what it is. Pics below.
Also, how do ppl usually run 12v in a 48v car?
Right now, the headlights are connected to a single 12v battery but I read you can’t do that because you dont use the batteries evenly. I was going to get a converter, connect it to ends of the series to get 48v, which goes to 12v.
Do I need a kill switch that cuts power to the converter?

reverse buzzer me thinks...
and this reducer....

you can wire it with key on or off....

should have two wire to the buzzer , somebody unplugged it because they be annoying.... its a good idea to have it but i stuck a foam earplug in mine to muffle it...

that be one ! should be good.... that other wire for the buzzer its probably dangling in there somewhere....
