It sure looks like the bolt is broken off flush with the spider. It's a heavy grade bolt so drilling it out may be a chore. The puller works well--grease the threads and the tip.

I took a propane torch to rear of starter pulley and tap it with a piece of wood and it finally came off thanks anyways

What model cart do you have? Also did you grind that area and start to drill it?
