I've got the same year of cart that you do, and have had the discussion with quite a few 4-stroke guys in the campground. I don't think that it was designed to run in neutral like the 4-cycles are. As far as the governor, there is a pretty good post in the tech section, but more or less, there is a spring loaded piece on top of the rear diff. On top of it are two nuts, a large one and small one. Back off the small one with a small wrench, then tighten down the large one while making sure that the cable on the other end of the spring doesn't spin. you'll see it compress the governor spring, and will be able to rev the engine more without the throttle control kicking in. (BTW - Disclaimer, you will blow up your motor indefinitely and all that business.)
