Default Driven clutch problems

I have a 93(?) that seems like the secondary opens too easily.
I've looked at the parts breakdowns and things look pretty simple inside... but.... it looks like wear or failure in the clutch would tend to favor a diagnosis opposite of my problem (slow to open or erratic late shifting)

I just want to make sure I'm barking up the right tree here since this drive system isn't stock. (20 HP Kaw & Comet 94C up front)
I'd be inclined to tone down the driver with less weight, but even at higher RPM in sand I'm getting slippage. It's like the driver is maxed out and the driven just isn't providing the tension to hook up & go.

Sometimes, I can take off from a stop, nice and easy, and it will be in "top gear" before half throttle and stay there even as I back it down to 1/4 throttle.
If I'm in a high torque start, (stuck) I'll hammer down and still be stuck. When I turn around and look at the belt, it's over halfway down the driven without getting a full spin out of the tires.

Judging by the parts drawings, it looks like a busted spring could be a problem; but it seems like things would be totally screwed if that was the case.

I'm hesitant to make a move on this, as the driven is stuck to the shaft and will likely be removed in pieces, in a cloud of aluminum dust.
It would be a tough pill to swallow if I cut it off, only to find things were OK inside.

No, I don't have $200 for a new one.

Any thoughts on this condition?
