Default Major Understeer - Some Advise Needed.

I am rebuilding a '90 Marathon 36v and put on a 4" lift kit. On my last test ride I felt the steering was terrible. It was not a wobble or drift, but a drastic understeer. It took a lot of turning the wheel before the cart started to turn.

I know that I need to do a really good job on aligning the wheels toe-in and camber, but that said, I don't see how that would affect under or oversteer.

My thought is that the steering arm coming back from the steering axle is pretty long and if I were to drill it and move the steering arm closer to the axle it would give me quicker response upon turning the wheel.

Anyone have any thoughts on this?

Yep, toe actually has a huge effect on steering feel/response.
