Default New batteries and charger and still won't charge

I have a 96 that I just installed new batteries in and when I plugged the new charger in it wouldn't kick in. The LED isn't even blinking any codes, red OR green. It's almost like it's not even plugged into a circuit (it is! lol) The charger is a Powerwise QE and I've read about it's issues so I carried over to a friend's house and it works perfectly fine on his two carts. I've got 38 volts in the batteries so that should be plenty to kick it in, right? I've cleaned the poles and made sure I was getting a good connection and I've checked and rechecked the wiring....now I'm stumped. The cart runs perfectly fine, am I missing something that's not allowing the charger to kick in?

had a prob like that on my 96 and found the prob in the charging port,
the contacts were not making contact with the charger. It was a D plug style

I think Powerwise chargers NEED to see the reed switch to work. If the reed switch is bypassed the charger will not turn on.

Did you check battery pack voltage at the charging port?

That might be a tad low, >36V is what it is looking for, but even so, you ought to be getting an an error code.

Are any LEDs lite?
