Default YDRE electrical problem

Hi,
I have a 48v 07 YDRE and I am having electrical problems.
When I turn the run/tow switch to run, the solenoid clicks, however when I turn the main switch on, nothing happens. I am not getting any indication on the battery meter and I am not getting the reverse beep when I select reverse. The cart just seems dead.

But, the controller does "click" the solenoid after tow/run switched to on? (That's a good sign that the controller might be fine). Not "Guaranteed good", but good signs of life. Did the reverse buzzer work properly recently? I hope you have a volt meter to measure stuff.

Yes, the solenoid does click after turning the switch to run.
The cart has been inundated with water during a flood.
I have removed and cleaned the solenoid, controller (everything looked OK inside) and motor. Have disassembled, cleaned and reassembled the motor, again all looked ok.
I checked all the batteries, were fine and charged.
I do have a multimeter, but not the greatest with electrics!

The controller is fully potted, should be water proof.

with cart in run, I can push it without any resistance. I do not get any beeps.

Any ideas? I am thinking controller.

When I turn the tow/run switch to run, the solenoid closes, and I get 49v to the controller. After a second or two, the solenoid then opens again, and the voltage slowly drops.
turn key on, and nothing happens. depress pedal, nothing.

Check for 5v at the motor tach sensor red and black wires.

I have 4.9v at the motor tach sensor red and black wires with run/tow set to run.
