I would do what Volt_Ampere said and check your batteries. New ones can come with bad cells- it happened to me once. A load test is best driving uphill if you can.

the batteries are all good. They are only about a month old and all read 6.4 volts I took them all off and had them load checked and they checked out all good

Ok, now start checking connections. All battery connections, motor connections, etc. Also you can pop the cover off of the V-glide and make sure the wiper arm inside is clean and moving a full range of motion with the GO pedal.

It certainly could. Your cart isn't lifted is it?

the wiper arms moves all the way up then back down I will take apart all the connections and clean them and see if that helps The ones to the batteries are all very clean due to having new batteries Some of the other ones are dirty but not any corrosive build up Is there any of the connections I should try to focus on, or just take them all off and clean them?

I would open up the v-glide next and check it out. I've never worked on one, but I believe there are two tabs that unclip to open it.

It is two tabs that open it up. When I push the pedal the arm goes to the top and then back down when I release the pedal. Other than that is there any way to tell if it is working properly?

Make sure the contacts are shiny copper, and make sure the wiper arm pad is contacting them evenly.
