Default Charges Only With Key and Tow Switch On

Cart: Club Car Pres.
Serial #PQ0929
A lady stopped by my house today and asked me to fix her cart. She told she called both cart places in town and both told her charger was bad. Neither was willing to look at it. She took it to a friend's house and plugged into same model charger and had same problem.
I have not seen this firsthand, I am going to tell you what she told me:
When charger is plugged into cart, it will hum but the charge indicator will show, no charge. When she turns on key and tow switch the charger will start charging.
I'd like to help her out.
Where should I start ?

Start by disconnecting the main NEG. cable and leave it off for about 20 minutes...then reattach it and see if anything improves. The cart may have a bad on board computer and leaving the NEG cable off will reset the OBC. If there is no change then it could be a bad OBC.

Resetting the Club Car On board computer - reset the OBC

To reset the OBC the following must be done in this
order:
If no Tow/Run Switch then skip that step

• Key Switch to Off
• Forward/Reverse to Neutral
• Tow/Run Switch to Tow
• Disconnect the Battery NEGATIVE (–) wire
from the Battery Minus terminal on the battery
pack.
• Put the Tow/Run to Run
• Forward/Reverse Switch to Reverse
• Key Switch to On
• Lock the throttle pedal down
The reverse buzzer will sound and go off in about 30
seconds. Leave the cart like that for 5 min to cause the
OBC to reset.
To reconnect the OBC back into the system:
• Key Switch to Off
• Forward/Reverse Switch to Neutral
• Tow/Run switch to Tow
• Reconnect the Batt – wire to the battery minus
terminal on the battery pack


Battery light has now stopped working unless key is on.
Did reset per sticky made no difference w/ battery light.
Charger shows it's charging at 13 amps when I plugged it in.
She said it was doing that before, when she would charge overnite and it would be quiet in the morning but battery indicator would not show charge.
Does it matter whether run or tow while charging?
