Default Wiring issues

Hi I have a 1998 gas club car of my uncles that will not run I have no power even when pedal is depressed on either of the small posts. So I took a screw driver and jumped acrostic the 2 large power posts and engine turns over but when you put 12 volts to either 9f the small posts the solinoid fails to close. Does anyone have any ideas. Maybe just bad solinoid?
