Take your meter and put it on the negative on the starter and the positive on the starter and step on the gas-if you have 12 volts to the starter, you know the starter is at fault. The system is very basic

They were cheap brushes but they are not worn yet, only about a week old. Earlier today I tried to power the motor by connecting the ground, and running a wire from pos. Terminal on the battery, still nothing, not even humming. I did check all grounds on the frame and those seem to be ok too.

I believe I had a grounded wire on one of the brushes maybe. I took the motor apart, went through everything, adjusted some of the wires from the brushes and the motor started working. Not sure if its fixed or what...ill let you know more in the morning. I wish I could have shared it but I found some very useful troubleshooting tips under "bench test starter".
