Ours was doing the same thing after replacing the piston and rings and broken connector rod it runs like a top. Great speed.

put the cart up on jack stands and have someone start it and run it just above idle. then spray some carb cleaner at both seals. if it speeds up, you have bad seals. if not, then check your fuel system, especially the pump output.

Also worth checking the vacuum hose that goes from the fuel pump to the crankcase. Mine was actually quite brittle and cracked - regardless of how good the crank seals are, if the hose loses suction, the fuel won't feed.

It ended up being the cylinder bolts loosened causing the block gasket to blow out causing a large air leak. I can't believe it even ran... Cleaned things up and it ran like new money... Thanks to all for your help~
