Default battery charging

i have an ezgo 08 36 volt cart and the battey charger never shuts off when charging the batteries. this model of charger will shut off when batteries are 100 percent charged. the light will stay green when fully charged and flash a slow green when 80 percent or more and flash a fast green when below 80 percent. the charger is always flashing a slow green no matter how long i charge the batteries. the water level has always been maintained correctly. the cart is used everyday for short trips and kept in an unheated garage. the temp in garage usually stays around 40 degrees in this cold weather. before the cold weather arrived the charger was charging the batteries to the 100 percent with the light staying green and not flashing. my question is are my batteries failing or is it the cold weather. the cart seems to have plenty of juice when using it on the short trips but i have not used it very long to see if the batteries run down faster than before the cold weather.

The battery charge and capacity will be reduced by the cold. How old are your batteries and what is the pack voltage 12 hours after the charge has finished?

If the charger will not finish it is a sign of a bad battery ( failure of the pack to come up to the cut off voltage) Check all the batteries voltage and post your findings here.
