small black wire it searches, on the battery it reads 0

Check your positive fuse again. Check between battery ground and both sides of the fuse for 12v

ok, sorry, I should have known the fuse was good because you said the buzzer worked.
Pull both wires off the stop switch at the pedal. Check between battery ground and both wires(not the wires on the switch). R/W should be 12v all the time. White should be 12v with pedal pressed.

i have 4 wires black, bk/wt, red/wt, white, and bk/wt. bk/wt is disconnected for continuous running. from battery neg post to red/wt is zero and zero to white when pressed

The r/w should be connected directly to the positive fuse. Look for a wire break. Are you checking the wires coming from the switch, or from the body?

i checked from the neg battery post to the red/white wire were it connects at the switch by the pedal
