Question G1 Drive belt

I have a 1980 g1 the drive belt wont engage in either forward or reverse. Large belt is loose I cant see any way to adjust the tension on the pully. Not sure if this is my problem or not. The solenoids seem to engage when gas pedal is depressed. IDEAS?

The belt will not tighten up until the engine fires and then reaches a set RPM. Is the gas engine starting up, or are you only running on the starter/generator?
