You need to supply more info about the exact cart model you are working on.

An '06 Sepex should be a PDS, not a DCS. Is your F/R switch on the dash next to the keyswitch? If so, you have a PDS.

No the F/R lever is down on the front of the batt. compartment ant it turns a disk with 2 micro switches one on each side. I'm sorry I just ran over to the cart and it is a 1996 Model

Sorry about that. Now I have Power to #4 & 5 and the solenoid clicks when the F/R lever is rotated to which ever direction. What can I check next? I only have power to pins 4&5 when the F/R lever is rotated not when in neutral.

Voltage on Pins 4&5 is for a PDS controller, a DCS controller is a different animal.

Also, you may be counting the pins from the wrong side. Pin-1 has a white wire on it. Attached is a schematic for a DCS controller.

Does the solenoid click without the pedal being pushed when the F/R lever is in either F or R? (If so, you have more than one problem)

------------
Measure the voltage between the controller's B- and M- terminals when the solenoid clicks
You should read pack voltage with the pedal up and close to zero with it on floor.
