Sounds like Speed Code 3 (16mph), BUT, When I had Speed Code 4 programmed at the dealer I got home and it still ran 16mph. It was the linkage underneath that TahoeDawgZ71 and Kashmir mentioned as well. When I had that replaced, my cart zipped to 20mph. The vinyl wire tie may have helped but it may not be as good as it could be with the replacement parts. They are not expensive.

that was just my first step.
I will look into replacing the bushings, thinking of off season getting it done

You just need to be able to get under the cart. Jack stands or a lift. I had the dealer do it because it was only parts plus one hour of labor. And I was able to trailer it down the road to them.

I can get under mine easy, has 22" tires and a lift.
I can slide under with no problem.
