Ok so I found a picture and it has 4 bolts that bolt the steering column to the slanted part of the floor board. Does this mean it is 2001.5 and up? And any txt lift will fit?

You need a lift kit that specifically says for TXT, 2001.5 and up. As you shop around you will see that is how they are listed normally. Check the site sponsors' first. http://www.buggiesgonewild.com/site-sponsors.php
