After going over the charger with a fine toothed comb I found that one of the two wires that come from the transformer was pretty much broken except a few strands of wire inside the plastic casing itself. Found a flimsy spot and opened it up... the few strands maybe carried enough current when I tested with the multimeter but couldn’t handle the full power of being plugged in for charging...
soldered a new piece back in and is charging the cart fine now. Thanks for your help. I was starting to lose my mind with it. I need to be a bit more thorough in checking things....
