Default Cleaning Stranded Copper

I just got two marine grade cable ends for my charger cables. They have the built-in heat shrink. My cables aren't corroded (green), but are definitely far from shiny clean. They look like an oily dark brown. In my experience, this usually travels some distance under the insulation, so I don't trust that I can merely chop off a few inches, strip, and be good. Plus, they aren't too long to begin with.

Is there a good way to clean these up before crimping them? Since they are coarse stranded, I guess I could separate the strands and emory them. Would a liquid flux work? Any other ideas?
