Low batteries,charger won't come on
Can you charge a battery pack with jumper cables from a pack of same voltage 48v to 48v with jumper cable from full charged pack to one that is to low that charger won't come on,rather than charging low batteries separately?

Yes, you can do that to "jump start the charger" into doing it's job.
