Angry Control arm bolts stuck, please help!

Hi All, I've finally taken the plunge and started a complete resto/rebuild of my G9. I've got it completely stripped down to the frame with the exception of the control arms.

The problem is the two rear bolts that attach the control arms to the frame are stuck, the nuts came off fine but I can't get the bolts out for the life of me. I've hosed them with penetrating oil, hammered at them, put an impact wrench to them in an attempt to loosen them up, still not sucess. Am I missing something or is it time break out the cut off wheel?
