OK guys here are the test that I have done on the cart. Test where done on jack stands and in the forward position.

The cart has new batteries that are fully charged (39.5 volts).

B+ to M- and pedal pressed is pack voltage

ITS (black wire) - goes up to 13.94 volts when fully pressed - even check at
the controller with same readings

ITS (white wire) - goes up to 1.625 volts when fully pressed - even check at the controller with same readings

Solenoid - Checks out good

F/R switch - Top terminal (A) - Goes to A-2, B goes to S-2, C is hot from the controlller (B+ and is bottom terminal, and D goes to S-1.

When throttle is pressed and voltmeter placed on terminal C of the F/R voltage remains constant from the controller and the motor runs very slow.

Checked all the connections on the motor and they are good.

Small red wire to controller has pack voltage (from solenoid)

Orange wire at the controller has nothing on it at the controller unless in reverse. Reverse buzzer works.

Micro switches ohm good and have good voltage through them when testing.

Solenoid has pack voltage on the battery side, and 1 volt less on other large terminal when checking with the pedal up.

Did continuity test from S1 to S2 and it rang out. A1 to A2 and it rang out.

Now, what am I missing?

You sure about those ITS voltages? Seems pretty high to me IIRC.

I thought the ITS s/b <1v at solenoid activation and <2v at WOT but it's been a while.....

Check the wire harness ~ Guy last week was pulling his hair out and the problem was in the 4 wire plug in the ITS harness...

Get one rear wheel off the floor for safety. Double check the obvious, key on, cart in 'gear', depress peddle, hear solenoid click? Check battery pack 36v+ going in and OUT of the solenoid big terminals.
If solenoid switch if functioning properly. Check controller out put as follows:
Check the power output from the controller by connecting the negative probe to the controller's M- terminal and positive to the B+ terminal. Press the accelerator and watch to see if the voltage increases. It should increase from a reading of 0 to the full voltage of the battery. If the motor is not turning, the problem may be in the directional switch or motor. The controller is bad and must be replaced if there is no voltage.
Ive done this test on my 98 and it has 23 volts across the B+ to the M- and when I depress the pedle it dosnt change. What do you think is wrong?

You should probably start a new thread so many more folks will be able to find your question and help you out.
