Default Bought a 2003 Carryall 272 for $250.00. Have questions.

Yes, that's right $250.00!!!!! But, it does not run and it is a little rough, but it's all there!
So, the engine turned over but had no compression. I pulled the valve cover and the rockers did not move. Pulled the motor, primary clutch and side cover. Found the rivets sheered on the cam gear. From what I have been reading, this is not an uncommon problem. The stinkin' cam is more than I paid for the entire machine!!
So, my questions is this. Can I replace the rivets with bolts and lock nuts and use thread locker? The engine has good compression and the guy I got it from said it did not smoke or use oil.

I've done it on the older 341 Kaws. you just have to get it to match up correctly or the cam will be out of time.

your cam is pulled and ready to be shipped just need an address for it.

Yea, I've done that to a couple of the FE engines. I found the cam holes were not spaces evenly, so it could not go together wrong. I used stainless machine screws with regular nuts, had the screws just about a mil sticking out passed the nut, and center punched the screws to lock it all together. Those carts have yet to return for the cams.
