Default G16 motor won’t turn over: Possible Seized Motor

I have a G16 golf cart and it won’t turn over.

I Have replaced solenoid, battery, and fuses.
Battery has voltages
Solenoid clicks
Checked stop switch and it works.
Loosened tension on starter generator and it spins fine with no tension
Tried to turn main clutch by hand, NOTHING.

I think the motor is locked. I regularly check oil and change it. Currently has oil in it. I can get the motor to turn by the clutch but it takes a lot of force to get it to turn. The starter generator is attempting turn to turn the motor but is binding. I do not know a lot about rebuilding engines. Are there any sure fire way to tell the motor is seized? Is there a way to unseize the motor?

I just had intermittent key switch may also check that. Take spark plug out and turn it over by hand and see if resistance goes away compression will be there with it in place making it hard to turn by hand Starter brushes wear out and don’t allow it to start very well. Use the sticky section to check electric items

Pull the spark plug. Made it a little easier to turn but still took quite a bit of force. Also makes metal on metal sound.

Pulled starter generator and check brushes. They look brand new.

If you took the spark plug out and if it doesn't turn freely it is time to a least pull the valve cover and check if all is well there BUT if it were my engine I would pull it out and take a good look inside.

Pull the plug and drain the oil. Remove the drive belt and starter belt. If it still doesn't turn freely by hand, pull the engine.
