As far as a rebuild,Did you just replace the rings, and related parts,or was it a full rebuild(head-rebuilt,bored & honed-cylinder,etc...).If you did rings-only,and didn't hone the cylinder, its' glazed and won't seat the rings. How is the condition of the bore and piston?Piston to Wall clearance needs to be correct or it will have blow-byIf the head wasn't touched,it may have a bad guide,or seals. How is the breather-assembly?Make sure the oil is standard oil,not Synthetic.Synthetic is a No-No in fresh motors, they need to run for atleast a month on regular oil to seat the rings properly.Hope this helps.

sounds like they did a half *** job to me. The Robin engine is quite simple to rebuild and doesn't even take long to do so.

Is your cart lifted? I'm only asking cause when you lift a cart the engine ends up tilted back and then when adding oil, if you put the oil level up to the full mark it's actually too much oil and it will smoke.
But either way, you should not have leaks on a rebuilt engine that's for sure.
