It looks like you have a Series and not an IQ 2003 DS, the diagram below should match your cart:
The controller needs to be active in that system for you to test the throttle voltage.

Since the cart keeps running when you press the pedal, the easiest way to test it is to disconnect the cable that goes from the Solenoid to the Controller B+ terminal.

That will allow you to turn the Key ON, put the FNR in Forward and press the pedal.

The multi-meter should be set to DC volts (20v scale if not auto-range) and the positive probe placed on the the controller terminal #3 (yellow wire).

Just pull the quick connector a lit bit to allow the meter probe to be placed there but still keep it connected.

Yes this is the correct schematic. You have been very helpful . I will try this tomorrow. If I have the correct voltage from the MCOR is the problem in the controller?

If You don't have anything miss wired in the FNR or controller cables and the throttle signal is correct then the issue is the controller.

Make sure the throttle negative, purple wire from MCOR, is connected to Controller B-.

Make sure the FNR is connected to M- and not B- at the controller.

Make sure the micro-switches in the FNR are wired properly, specially #3.

The voltage measurement on the Controller terminal #3 will tell you if the throttle is working properly.

Looks like all wiring is correct. The throttle response is good as well. It started at .2 and went up to 5 volts with pedal fully depressed. I assume that this verifies that the controller is bad. If so where would you find a good price on a Curtis 325 amp controller that would fit this cart?
