1. Unless specified by customer, it probably comes without a "chip" installed or "Golf Mode". They do not install the Freedom chip on carts sold to Golf Courses.
2. Yes
3. Never measured it. My guess is not much of either since you are just programming a logic circuit.

I guess what i was asking in question 1 is, does part number 73272-G04 in the chip diagram actually do something different than leaving it uninstalled? Doesn't seem that it would or am I missing something?

No, my cart came with nothing inserted and tamper tape over the opening.
