I am simply buying a new MCOR since mine is out of spec. 9.65K is out of the top range of 5.67K to 7.45K and 1168 is greater than 1k according to the 2003 CC DS 48v service manual as I stated in previous post. The folks at PQ also said that I am not getting full throttle at 1168 ohm on floor.

On a scale as large as what an MCOR should measure from top to bottom, the difference between 1168 ohms and 1100 ohms is so small you'd never know it if you didn't measure it. There is no concern for the high number at the top. Once throttle is applied and the micro switch clicks the resistance goes down. Anything higher than the normal high-pedal range is still zero throttle. It's not hurting anything.
