Unhappy 1994 EZGO Looses power w/ load

I have a 1994 lifted Gas cart. We went on the trails one night of pretty rough riding and towards the end of the night we were loosing power but made it home. One week later it ran fine then we went back to the trails for light riding nothing to rough and lost power again. We got it back to our lake house and continues to not run correctly. It's starts up good and on level ground will go and pick up speed but as soon as you hit a incline it looses all power. It will not even go up the smallest hill. I sprayed carb cleaner in carb no help. I haven't tried anything else I wanted to ask first. I have ordered off eBay a new carb and tune up kit I'm sure it needs it anyway. The only other issue is the plastic that hold filter In one of the tabs is broke but it's been like that since I bought it. Thanks in advance for any and all help.

I believe that this applies to a 1994 also, but not 100% sure. I deal with a 2 stroke.

I have never worked on these engines however I can typically figure anything out with proper instructions. I have about any tool needed and think I can handle anything you tell me to do. I appreciate the help. Thx
