Default Steering column rotation/turn signal switch

Trying to install turn signal switch but my CC DS had a stock steering column cover that rotates. Meaning, it does't hold still. Is it supposed to be screwed down to something?

I have seen guys install a very short screw on the bottom side of the cover. Just make sure it is short and doesn't interfere with the steering shaft in the middle of the column .

What would I be screwing the bottom side of the cover to?

If you remove the steering wheel, the black column cover slides up and off to reveal the aluminum column. Polish for a sharp look and clamp the signal switch directly to that
