Default gas pedal problem

I'm new to carts, just bought a 08 club car its been lifted, its had a bigger motor and tires put on it, not sure what else; but the problem I'm seeing is it will not move until the pedal is all the way depressed. it runs great wide open but you can not ease around at all. It has no problem climbing some really steep Tn. hills hauling two people but its almost dangerous to load on the trailer
its so jumpy. Any ideas on what the problem might be. Thanks for any help

If it has an aftermarket motor, it's most likely it has an aftermarket controller.
What model controller do you have? It could be programmed wrong.
Or maybe, an Mcor problem.
Give us a little more info.

the motor looks like its d&d motor systems model number ES-9F-49, rating says class h 36/48 volt, mfg date 11/29/11. there is a metal piece behind the battries its silver has a tow and run on it. I'm guessing this is the controller, but it looks like its whaterver came factory but I'm not sure. also serial number is PQ0839=963714

You know what they say about fools and their money.
It's late nite and the pros are in bed, but here's a start.
Behind that silver plate is the controller and solenoid, you have to remove the 2 middle batteries to gain access.
Let us know what brand/model controller is back there.
For that kind of money, it should be a programmable controller. It could be the controller was not set on correct throttle setting.
Or the MCOR could be bad. But I would check controller first.
