Default lights, turn signals not working

I have a 2018 Yamaha Adventurer gas cart. I was trying to add a lighted license plate. I spliced into the wire harness going to the rear RS lights.
I could not get it to light the plate so I then started checking wires with the multimeter. The lights then stopped working, the lights are good and the fuses are not blown but I did notice that when checking the main fuse when the fuse is out of the socket the fuse holder shows 12V, when I put the fuse in it does not show power.

does anyone have any idea what I have done or what is wrong

Do I understand, when the fuse is removed, there is no power to either terminal of the fuse holder? Have you started testing that wire from it’s source and working towards the load?

When the fuse is removed one side of the terminal is 12V, when the fuse is installed it registers no voltage - this fuse is not blown. also the other fuses all work properly within the fuse box

haha that is funny, I don't have a clue what I did to cause this to happen. Nice I buy a new cart and mess it up within two weeks
