Default Won't transfer power

G1 Yamaha 83 ,When cart is jacked up ,runs fine , but want transfer power

when on the ground . Could it be the rear end gears.

Could be a few things. I would check compression first. Should be 110 ish. Also is it actually running or is the electric starter just turning the engine over when on the jack? Either way, id check compression first.
