Your compression figures need checking again. Fire out the carb usually is a sign of poorly seating inlet valves. Overheating exhaust means it is also running very lean. Take the valve cover off and see if the two inner valves show more thread above the locknuts than the outer two. If so, take the head off and check valve heads are not sinking into the seats first. Only other thing I will suggest at the moment is cam timing. How did you check/set this. You may see similar symptoms if one tooth out!

Had the same problem with my 2004 TXT with 295 cc Robin engine. Remember the throttle does not run directly from the gas pedal. The gas pedal is connected to the transmission, and the throttle runs from the governor on the transmission. I lubricated all these cables and linkages with silicone, and then it reved right up.
