Default G9 E creeps, no variable speed

Okay, I have a 1995 G9 E, 36 volt Yamaha golf cart. It has been a great cart. Now it just creeps slow and then it will jump to full speed. As soon as I let off the pedal it goes back to creeping.
I replaced the forward / reverse switch and the throttle sensor assembly. I also sent the speed controller in for repair. It came back and they said they replaced an IC.
After all this it is still doing the same thing. Any ideas???
