The ignitor is supposed to retard the timing at under 2500 rpm, the most retard at idle rpm. If it does not work one would think it leaves it advanced so it run fine 2500 and up, but hard to say what it is doing. Too much advance can make them run hot at lower rpm, spark knock, etc. They only go around 4500 WOT anyway due to valve float, about 30mph with 22 tires. If you are sure its rpm and it is shifting properly, then I'd look at plugged up muffler, carb issues, valve lash, compression. You can take the muffler loose at the engine and make sure it wont burn anything, but so it leaks a lot, and short test run will show if it changes power. Check clutches by marking them inside to outer edge with a sharpie or large permanent marker, run it, then you should see the belt wear off the marker to top of primary if it is shifting right...once you go higher speeds with it maybe over 10 for a bit with stock carts.
