I say you have the older, 2hp motor and it's normal to be slow (9 mph). Seen it many times around here.

What if you have the blue 2 HP blue motor? I just put bigger tires, lift, and new controller on cart.... It's slow.

I've had several older 93-94 ezgos with the "small" 2hp motor. They did maybe 8 mph stock, lifted with bigger tires only got an additional 1 mph out of them. They should have been faster but the weak motor doesn't have enough power to compensate for the increased drag.
