Having the exact same issue. What ultimately was the solution? I also bought mine from scottyb. Did you try a new resistor? My controller is the SR-500.

The problem with bypassing the solenoid as a diagnostic step is you bypass the whole low amperage control side of the system. There could be a problem in the solenoid activation circuit or a problem with the solenoid itself.
Determine if the solenoid is being activated. There should be 48v between the 2 small terminals each time the go pedal is depressed. If no, determine if the + side or the - side is absent.
Additionally you can use a test wire (usually 3-6 ft of 16g with alligator clips) to supply the missing current to see the solenoid activate
