Angry Engine sputtering help

Hey all. Looking for some help. A total rebuild of '99 DS. It was taken completely apart and rebuilt from the ground up. All stock with exception of a lift kit, wheels and tires. The engine was blown, so that was rebuilt as well. Put it all back together and it runs great, for the most part.
At times, when I hit the gas the engine coughs and chokes as it there's trash in the carburetor. Sometimes it'll clear up and run perfectly. Others times it doesn't clear up at all. Sometimes when I hit the gas, it'll run perfectly immediately. The initial carburetor was rebuilt 3 times. Still doing the same thing. Bought a brand new carburetor and fuel pump and filters and it's still doing the same thing. The fuel lines were new from the rebuild, so they are fine. With the new fuel system parts, I'm thinking it is not a fuel delivery problem. Electrical perhaps or something with the governor? Disconnecting the rev limiter doesn't solve the problem either.
Thoughts?

Id check the air box and make sure the choke isnt getting stuck or if the spring broke and its getting sucked closed. sputtering is almost always a fuel issue. either too little or too much. so anything that could be inhibiting the flow of fuel or air is most likely the issue. If not, id have to say do a compression test and make sure theres compression. Could be a sticky valve, bent rod, leaking rings. Did you rebuild it yourself?
