The power on a G1 coming off the battery goes to 3 places,
1- the large wire to the bottom of the starter generator.
2- the throttle switch.
3- the key switch.

The power going to the key switch is only for the reverse beeper and is turned on only with the key in reverse.

The power going to the throttle switch then goes to the key switch to activate the starter.
If your cable is stick open check to see if the pedal is returning enough to trip the pedal switch. You can audibly hear the switch click if you listen for it.

With a meter have you measured for current from the battery?
Check for current at the red wire's fuse and then the battery cable to the starter.
Did you do the other tests to the charging circuit?
