As the current flows through the amp meter I would guess a dead meter means no charge. If by any chance the charger hums when plugged in then a voltage check across the batteries would indicate whether there is any flow, although at what amperage is any ones guess.

CTD,
There's more than one failure mode for the ammeter:

Goes open, or "burnt out": The charger will not charge the batteries.

Shorts out: Charger will work as normal, but no ammeter indication.

You verified charger function with your voltmeter, as the voltage rose above nominal while/after charging. I'd check one more time, just to be certain. If the pack is discharged more than very slightly, the voltage will be down a bit, rising steadily as the charger restores the charge. It will reach some high value, about 57 or more volts before shutting off. If it does that, the charger is working as it should. You can buy a new ammeter from various online sources.
