Yes that 46v is low. You need to fully charge and take readings of the battery pack after it sits

A fully charged 48 volt pack should read 51 volts at rest. 46 volts is only 10 percent charged. That's why your getting the Low Voltage code

I had fully charged it and left it sitting for 4 or 5 day with out having it plugged in when I took these reading but even with a overnight charge I don't get over 10 mph the batteries where reading 46 and the b+on controller was reading 46. In the dash it has only 1 bar missing after following with it today but is 46 consider low voltage on a 48v system. I've cleaned all cables and batteries are new

46 volts is like 10% charged.

I saw your other post and earlier in this thread where you asked about parameters. Are you talking about the controller? You said scanner, do you have a Curtis programmer?

Do you have the yellow Delta Q charger? Look under the steering column error behind the dash panel.

You need to verify that it is actually charging. Make sure there are no fault codes flashing on the charger.

I haven't even looked at the charger I will take a look at that today and see what it says. I can get my hands on a regular 1311 curtis handheld to make sure my parameters are right

It's doubtful anyone reprogrammed the controller. I believe you need to fix your obvious charging issue first. I would venture to say that it is actually not charging and faulting out. Plug it up and verify the cycle
