Almost always. Low battery voltage or a bad communication between the controller and speed sensor can cause it too. But it's rare.

. . tks . . . he just picked cart up and never owned one before and his first question to me was "does your cart surge when trying to hold a slow steady speed?" . . . passes speed sensor test . . . figured MCOR problem . . .
