You might start with the installation instructions that can be downloaded from the website if yours were somehow missing.

i have the instructions and i now have it wired properly and lights are working but the cart still does not move

If you have checked all the stuff that Muddog suggested, and have reviewed the Sticky notes above, the one on Charging systems and OBC will give you things to check.

Looks like after that one of the professionals on here are going to have to take over, my limited knowledge is exhausted.
