97 dcs cart won't move

I have a 1997 dcs ezgo cart that won't go and solenoid don't click.I did a dcs troubleshooting and got these results. Battery voltage 37.8 at pin 10 on connector 37.8 volts, pin 9 37.8,at pin 5 with pedal pressed 1.7volts,pin 7with pedal up got 7.1 volts, pin 2 got 14.2 volts and pin1got .5.Also checked solenoid both large post has 37.8 volts, small post has no voltage when pedal is pressed. I did a continunity check on pedal switch and key switch and all tested good.Does anyone have any suggestions of what to do or check next?

Continuity on the big posts all the time? Remove one end of the resistor board and recheck, if continuity is present without the resistor board then the solenoid is faulty...
Also a problem on the solenoid activation circuit... I would concentrate on solenoid activation and testing. the blue wire is negative coming from the controller the red is positive from from the peddle micro. you could have a bad wire somewhere?
