Default 48v Powerdrive Charger Issues

A friend asked me to check his cart, 99 DS Series, as the batteries were "boiling" on charge. His batteries were shot so he got a good set of second hand ones and I monitored the charge. They also started to get hot (not just warm)after 5 hrs, the amp meter on the charger showed 10 amps at that stage (started off at about 15 amps). I put in another OBC but got the same result. Put the cart on charge on my charger and it all works as it should, so I assume its the charger. The part that puzzles me is that if the OBC regulates the charging, and the OBC is working it would decrease the amperage over time so even if it runs for an extended time the amperage would be low not 10 amps. and in any event the batteries should not get hot. I can't find any info in the manual as to what the issue could be. Any pointers would be appreciated.
